Renewable Energy Policies - Energy Community: Compliance, 61%. Our points are reduced by biofuels
Albania's renewable energy policy implementation has been met at 61%. The latest Energy Community report provides data on the performance of several indicators, with our country performing very well in some indicators and weaker in others.
Thus, in terms of achieving the renewable energy targets by 2030, implementation is at 88%. According to the report, the target of achieving 54.4% of renewable energy in total energy consumption is in line with the 2030 target set by the Energy Community. It is divided into 3 sectoral targets, where for electricity it is 178.1%, transport 34.6% and heating and cooling 16.6%. However, according to the report, the 2030 target for renewable energy in the heating and cooling sector is not as ambitious as required by the Renewable Energy Directive.
Another indicator is the quality of the support scheme, which is estimated at 90%. As for self-generation, the implementation is reported at 75%. According to the report, there is a net metering scheme, which allows consumers to operate renewable energy installations with a maximum capacity of 500 kW. “However, no renewable energy community has been created so far,” the report says.
But the situation is different in terms of biofuels, where progress is zero. According to the Energy Community Secretariat, the current legal framework in Albania does not transpose the sustainability and greenhouse gas emission saving criteria for biofuels, bioliquids and biomass fuels, set out in the Renewable Energy Directive.
“Full transposition of these criteria, including the establishment of a system for verifying compliance, is vital for achieving Albania’s 2030 renewable energy target,” the document states. There has also been no visible progress in integrating renewable energy into Albania’s heating and cooling sector, leaving the assessment at 25%.
