Improvement of the online consular service platform - The implementation period will be 9 months, while the fund limit is 205 million lek.
The “Online Consular Service” platform is expected to be radically improved and expanded in the coming months. This system used by Albanian citizens in the diaspora to receive consular services will be upgraded to a new, more modern and secure version.
The project will be implemented by the Ministry for Europe and Foreign Affairs, in cooperation with the National Agency for the Information Society. The Fund Limit for this procurement will be 205 million lekë. The goal is to increase the quality, speed and transparency in the provision of 36 online consular services, such as passport issuance, certificates, apostilles or court documents.
Among the main innovations of the new platform are: integration with the digital seal, online payment through e-Albania, electronic signature at every step of the process, and the issuance of automatically verified documents.
To cope with the increasing flow of applications, the system will be based on advanced technologies such as "container orchestration", which guarantee stable operation and high flexibility. The new infrastructure will be moved to the government datacenter near the AKSHI, to increase the level of cybersecurity.
The existing platform, built in 2016, is currently out of manufacturer support and faces technical limitations. For this reason, the contract also provides for server upgrades, data storage, backup equipment, new firewalls, and a comprehensive user training plan.
The implementation period is 9 months, while maintenance will last for 2 years after the delivery of the system.
