Reform begins in local inspectorates - Draft law creates new structure for territory, environment and forests

The draft law "On some amendments and additions to the law on the inspection and protection of the territory from illegal constructions" has been issued for public consultation, with the aim of concluding the reform in the field of territorial planning and development.
According to the explanatory report, the current fragmentation of competencies between the National Inspectorate of Territory Protection and local structures has led to a lack of uniformity and ineffective control in the territory. For this reason, the draft law proposes the establishment of the Central Inspectorate of Territory, Environment and Forests, a new centralized structure, with regional scope and local offices, which will concentrate all inspection functions, but the inspection will be at the central level.
The draft law provides for the strengthening of control and discipline mechanisms for construction works, ensuring that each activity is carried out in accordance with the approved permits and the legislation in force. The new structure aims to increase efficiency, professionalize the inspection body and guarantee a transparent process independent of external influences. At the same time, the draft law is harmonized with the new law on inspection in the Republic of Albania and with contemporary public administration practices.
The proposed changes also envisage standardizing inspection practices across the country, improving coordination between the central and regional levels, and reducing illegal construction. If the draft law is approved in its current form, a complete centralization of territory inspection is expected, with the aim of increasing efficiency, avoiding institutional fragmentation, and strengthening law enforcement in the protection of the territory.
The draft law does not foresee additional costs for the state budget, as existing structures will be reorganized and will operate under the central inspectorate.
