National water operator established/ Rama: Structure, to guarantee efficiency of the sector. Balluku: How will it function
The Water Operator, a new national structure focused on managing all water resources in the country, will be operational from January 2026, to guarantee higher efficiency of the sector and quality service for all subscribers. Everything was announced during the presentation of the second phase of the water sector reform, by Prime Minister Edi Rama and the Minister of Infrastructure and Energy, Belinda Balluku.
The creation of this structure will also be accompanied by the establishment of the Water Task Force, with a focus on terminating illegal connections and reforming the human resources of water supply and sewerage companies.
During the presentation, Balluku announced that currently there are 43 urban areas and 98 rural areas that are supplied with water 24 hours a day, up from 4 urban areas in 2013. In parallel, 13 construction sites have been opened in urban areas and 45 in rural areas. Currently, 17 water supply and sewage companies operate in the sector, of which 14 are regional, as well as Tirana, Vora and Kamza, as existing companies, which also according to the reform phase will have to merge into one company, after agreement from the Municipal Councils.
