Underground electrical substation in Tirana - 22.5 million euro loan discussed in Parliament, Bilali: Supply for critical institutions

The Parliamentary Laws Committee approved the guarantee agreement for the 22.5 million euro loan that will finance the construction of the 110/20 kV underground substation in the center of Tirana.
The loan will be state-guaranteed, as Deputy Minister of Infrastructure and Energy Edona Bilali announced the details and state institutions that will benefit from the construction of this energy project.
The loan was approved by the EBRD during 2025, after the project costs suffered a significant increase compared to initial estimates.
Initially, the construction of the substation was estimated to cost around 14.5 million euros, but the final technical design prepared by a specialized consultant identified the need for around 8 million euros more.
The investment is considered necessary due to the condition of the existing substation near Skanderbeg Square, which operates with a single 80 MVA transformer and no reserve capacity.
