Construction of Tirana bypass/ Expropriations for 202 properties, worth 126.2

The construction of the Tirana bypass is advancing with the expropriations of the owners affected by this project. The State Expropriation Agency has announced the request for the expropriation, in the public interest, of 202 properties affected by the construction of the Kashar–Vaqarr segment, part of the Tirana bypass. The total preliminary value of the expropriation is estimated at 126.2 million lek.

This process paves the way for the implementation of the two lots of the Kashar–Vaqarr segment, which constitute 8.5 kilometers of the Tirana bypass.

The Albanian Road Authority signed the contracts for both lots in September of this year.  

For lot I, the contract was signed with the company “4 AM” and has a value of 3.15 billion lek. While, for lot II, the contract was signed with the merger of operators “Elmazaj Konstruksion” & “INC SpA”, with a value of 2.73 billion lek. Together, the two lots reach a total cost of about 5.9 billion lek, including VAT.

The Kashar–Vaqarr segment is a key part of the Tirana bypass, which has a total length of 21.6 km and aims to divert transit traffic outside the capital, connecting the Durrës–Tirana highway with the Tirana–Elbasan highway.

In addition to its importance for mobility, the project is expected to bring positive environmental and urban impacts: reducing air pollution, reducing traffic on Tirana's main arteries, and increasing road safety.

For this project, for 2026, the budget has foreseen funding of almost 2.2 billion lek, while Lot III has been included as a budget item for the first time, while the start of financing is foreseen in 2027.
