“Postal prices must be changed” - AKEP: Tariffs have not been revised since 2002. “Stalemate” in shipments outside Albania
Albanian Post's rates for delivering items within the country are several times lower compared to rates in other countries in the region and Europe.
However, if we compare the price that Albanians pay to the Post for domestic shipments and the price they pay for shipments abroad, the difference is very large and exceeds the average of other European countries. So, the fees for sending a package abroad by the Albanian Post turn out to be very high.
According to an analysis by the Electronic and Postal Communications Authority (AKEP), tariffs for 2kg packages within the country are 6.5 times lower than the average of European Union member states and 2 times lower than the average in non-EU countries. Meanwhile, tariffs for 2kg packages sent abroad by air are up to 2.3 times higher than the average of European countries.
The Albanian Post's tariff for 2kg packages sent abroad by air is 3900% or 40 times higher than the tariff for 2kg packages within the country, compared to 194% in EU member countries and 775% in non-EU countries.
On the other hand, the prices for delivering plain letters both domestically and internationally are both lower than the average for other European countries. Despite this, the international letter rate is about 3.2 times higher than the domestic letter rate. A much larger difference than in other European countries.
The universal postal service provider, which until July is the Albanian Post, must implement the condition that tariffs are affordable and cost-oriented.
Low tariffs for some postal facilities and higher tariffs for others, as well as the lack of changes in tariffs since 2002, create problems in the efficient provision of universal postal service. AKEP emphasizes that continuous review of tariffs is necessary, in order to increase efficiency in the provision of postal services.
