"Take action against water debtors!" - WRA: Collection rates remain problematic

Bill payments in the water supply and sewage sector continue to remain at unsatisfactory levels for some regional utilities, reflecting ongoing difficulties in collecting revenues and ensuring their financial sustainability.
In the Annual Report for 2025, the Water Regulatory Authority emphasizes that improving this indicator is essential, as it directly affects the growth of revenues and constitutes an internal financial source for water utilities, strengthening their economic stability.
In view of this situation, WRA recommends that utilities take structured and continuous measures for the systematic monitoring of customers with arrears. These measures include regular notification of debtors and, when necessary, service interruption in accordance with the applicable legal and regulatory framework.
However, the report does not contain data on the real level of collection rates for 2025. The latest available data, those for 2024, show that the current collection rate fell to 83.2% from 83.9% a year earlier, while the overall rate dropped to 102.4% from 103.5%.
According to the WRA, the main impact on this decline was provided by the Tirana Water Supply Company, which marked a significant decrease in the current collection rate by 4.4%. Given that this company represents about 36% of the total revenues of the sector, its performance has a significant weight in the national indicators.
