Manja in CEPI's annual report: We certified 1589 real estate brokers, regulatory framework according to EU standards!
The Minister of Justice, Ulsi Manja, has shared on social networks his speech published in the annual report of CEPI (European Association of the Profession of Real Estate Brokers), which reflects the work of the Ministry of Justice and the commitment to the regulation of the property market. real estate in Albania, the fight against money laundering and our vision for a modern regulatory framework according to European standards
Minister Manja has emphasized that the new law on real estate brokerage has formalized and licensed 1,589 brokers, who are now part of the Register of Real Estate Brokers, published on the official website of the ministry. This step aims to guarantee a safe and formalized market, where citizens and investors have access to verify the activity and performance of intermediaries.
Manja also emphasized the importance of training for licensed mediators, which are being developed in collaboration with elite universities. These trainings are aimed at increasing professionalism and meeting the standards required for a more secure and transparent service.
"In the previous Report of 2022, we were in the first steps of regulating this profession and the space dedicated to Albania was only in the framework of general information. The new law aimed to guarantee the exercise of the profession of real estate broker, as a free and regulated profession in fulfillment of the purpose of mediating legal actions for the transfer of ownership of real estate or real rights over them in accordance with legislation in force", writes Manja.
"Today, after two years, I am proud that we were able to make 1,589 real estate brokers aware of being licensed and formalizing the market, exercising this activity in accordance with legal rules. Each of them today is part of the Register of Real Estate Brokers published on the official website of the Ministry of Justice, where citizens have access to familiarize themselves with their activity and performance", he added.
"As a profession that has legal actions with real estate, we have dedicated a special importance to mandatory training, authorizing elite universities with selected curricula, to enable the professional training and preparation of real estate brokers. real estate, which are certified by the responsible state authority, the Minister of Justice", continues Manja.
He emphasizes that "in order to control the situation in the market, the relevant structure of the Ministry of Justice has carried out the first inspections related to the verification and identification of offices that exercise real estate mediation activity in Albania. From field inspections, it is clearly established that the situation is towards the formalization of a market with European standards. Of course, there are problems, but the work done and the results achieved so far are promising. The monitoring structure has been completed and with the creation of the Disciplinary Commission, which examines the requests of the Minister of Justice for disciplinary proceedings against the real estate broker and with the establishment of disciplinary measures, the relevant law is fully applicable."
"I want to emphasize that the implementation of this legislation has brought increased transparency and formalization of the real estate market in Albania, helping to create a safer climate for citizens, businesses and investors. The commitment of the authorities to the certification of intermediaries has significantly improved professional standards and contributed to the fight against money laundering. The legal interventions and inspections carried out have not only ensured the respect of professional standards, but have also strengthened efforts against illegal activities such as money laundering.
In the future, it is expected that the implementation of these measures will positively affect the further development of the activity carried out by real estate brokers and the strengthening of regulatory mechanisms to protect the integrity of the market", concludes Manja.
