What is proposed for local government? - Haxhimali: We requested an increase in the budget from 5-10%
The Ministry of Finance and Economy has presented us with a project - budget for the local government for the year 2025 as follows: For the year 2025, the local budget, according to the sources of financing, is expected to be 89 billion and 861 million ALL, while about 48.7% will be covered by revenues owned by the municipality.
In an interview for Scan TV, the director of the Institute for Albanian Municipalities said that this budget is expected to better support local units, improve services for citizens and encourage financial autonomy, but what were the proposals of the Institute for a good governance of local government?
"The institutional approach, the budget should be better organized in order to be more reasonable, more understandable, more applicable so as not to create ideas that one municipality receives more, one receives less. We have requested an increase in the budget from five to 10% mainly for the new services and functions that the municipalities have. Mainly it should be invested in those sectors that are more economical, that produce economy and that are really a priority mainly in rural areas."
According to Haxhimal, another proposal is the way in which municipal investments will be realized.
"Another proposal is related to what is actually very debatable, with the development fund of the regions, which has the executive capacity of the Albanian Development Fund. This fund is controlled 100% by the government, while I have proposed on behalf of the institute and the group of experts, that this budget should come out in the ratio that 70% goes to the municipalities to be invested in the most priority strategic infrastructures and sectors that the municipality has, and 30% of this budget will be kept by ADF and this could be used for projects beyond the municipality, for projects with regional impact."
Meanwhile, part of the proposals is another point where it is emphasized that the budget planned for the performance should go to agriculture since this sector not only has needs but also affects the agricultural economy and jobs more than the value of the competitive effect.
