By June 2025, the government envisages a fully operational Asset Recovery Office, which will serve as a National Coordinating Unit and regional/international contact point, contributing to the improvement of seizures and confiscations.

In the document "Reform Agenda 2024-2027" within the framework of the EU instrument, published in the Official Gazette, it is determined that it will be applied to join the European Network of Asset Recovery Offices or regional / international recovery platforms until December 2025.

It is also intended that at least 50% of the number and value of confiscated assets be reused (including social reuse) within 6 months from confiscation until December 2026.

According to official data, until December 31, 2023, 85 assets or immovable property were confiscated without legal financial burden.

The Asset Recovery Office (AZA) will be a special central structure that will be established in the General Directorate of the State Police, which will be responsible for the process of tracking and identifying the income, assets or benefits of other assets arising from a criminal offense or criminal activity, which may be subject to temporary freezing, sequestration or confiscation by competent bodies.

Regarding the legal basis, Albania has adopted the law referred to as the "anti-mafia law", which contains provisions for the social reuse of confiscated assets. Profits from the sale of confiscated assets, confiscated monetary values ​​and other incomes contribute to the creation of the "confiscation fund", a part of which is defined as the "special fund".

The "special fund" serves various purposes, including providing assistance to victims of organized crime and trafficking, as well as promoting social programs for these categories and compensating victims as determined in court decisions.
