Albania has attracted the attention of international media, after becoming the first country in the world to introduce a minister created with artificial intelligence. She is not just a minister for technology issues, but a virtual official, composed of algorithms and codes, who will actively participate in governance. This is how Politico expressed the innovation that our country has brought.
The new “official” is called Diella and was introduced by Prime Minister Edi Rama during the Socialist Party conference, where his fourth government cabinet was announced. Diella, dressed in traditional Albanian costume on the official e-Albania platform, will have access to one of the most delicate areas of the administration: public procurement.
The news has made headlines in many well-known international media outlets. Politico highlighted that it is about a digital official who will oversee a vital sector, often accompanied by concerns about corruption and lack of transparency.
Reuters, one of the most prestigious news agencies, wrote that "the new minister in charge of public procurement will not be vulnerable to bribes, threats or attempts to influence decision-making," because Diella is a robot created by artificial intelligence.
The Guardian was also in the same vein, with the headline “Albania appoints AI-created ‘minister’ to head public procurement.” The British giant stressed that this move constitutes a profound transformation in the way the Albanian government exercises administrative power. “Technology is no longer just a tool, but becomes an active participant in governance,” the newspaper emphasizes.
Even the Greek media outlet “Ekathimerin” has covered the initiative, describing Diella as “the robot that will scan and control public tenders in Albania.” In general, international reactions consider this step as a major transformation in the way the Albanian government conceives and exercises administrative power.
