New declaration for businesses, who must fill it out? - Personal income is declared. Reimbursement for children, deadline until March 31

For the first time, personal income from business is declared through the new TAPB declaration (New Declaration for Personal Income from Business) which brings more clarity and structure to income reporting.
The new declaration entered into force this year and applies to 2025 income for individuals.
The new Personal Income Tax Declaration from Business accurately separates income, expenses, and tax deductions, with the aim of a fairer tax calculation.
In its first part, income from employment and business is declared, and if income for 2025 is declared as income from employment, the columns for business income cannot be completed.
And if declared as business income, they are divided into income from the main activity, income from other activities or investments, dividends or other income.
The second part includes tax deductions, such as dependent children, educational expenses, and private pensions when the legal conditions are met.
Taxpayers with turnover of up to 10 million lek can choose the special expense deduction regime, which is calculated at a certain percentage according to the activity and is applied for 3 consecutive years.
From the difference between income or expenses, the tax profit or loss is determined, on which tax is applied.
If income is from employment, the tax is progressive, 13% up to 2 million and 40 thousand lekë and 23% above this amount.
If the income is from a business, the tax rates in effect until 2029 are 0% up to 14 million lekë, 15% for profits up to 14 million lekë, 23% for profits over 14 million lekë.
The new personal business income tax return also includes foreign tax, withholding tax, and deferred tax.
This declaration must be submitted by businesses by March 31, 2026.
