What are the first decisions of the "Rama 4" government? - From property protection, to pensions and baby bonuses

The new "Rama 4" government is expected to push forward important reforms that affect all sectors of the economy and social welfare.
But what are the first decisions that the Council of Ministers is expected to adopt?
A new package of legal interventions for the protection of the territory will be on the table of the new government as one of the first decisions. The package includes a set of measures that create new instruments for the protection of the territory, starting with the prohibition of any attempt to build without a permit, to the protection of the authorship of architectural projects. Measures are also foreseen for objects that are sold in the pit, presenting citizens with a building permit, while the final project is deformed.
The peace package for business that aims to give breathing space to debtor enterprises is expected to be another decision. The fiscal peace presented before the elections has 3 components. Agreed tax on profit. The main component of this package, which is considered a negotiated fiscal peace for a 3-year period with business, provides that 15% of the tax will be paid on the profit matched with the economic growth rate, while for any additional profit that the business will declare above that rate, only 5% will be taxed. Review of financial statements in the last 5 years and payment of a tax of 5% for any difference that will be reviewed. Forgiveness of all liabilities, interests and arrears of businesses, which are older than 10 years. In total, there are 1.6 billion euros of liabilities created over the years by businesses.
Among the first decisions of the new government is the increase in the minimum wage to 500 euros, which will take effect from January 1, 2026. Currently, the minimum wage in Albania is at 408 euros, the lowest in Europe and 34% less than the regional average.
The new pension reform is also expected to be among the first documents approved, paving the way for its revision and the provision of fairer benefits to citizens. This document is being prepared in cooperation with the World Bank. The goal is that by the end of the government's mandate, the average pension in Albania will be 400 euros and the minimum pension 200 euros.
Another decision is related to encouraging fertility, 6 years after the application of the baby bonus, which currently stands at 40 thousand lek for the first child, 80 thousand lek for the second child, and 120 thousand lek for the third and subsequent children.
Financial support from January 1, 2026 will not be just a payment, but a monthly quota for children from 0 to 5 years old, the figure of which increases from the first to the third child and so on. For the first child, the payment is expected to be 5 thousand lek per month or 60 thousand lek per year. For the second child, the new scheme provides for a payment of 7 thousand lek per month until the age of 5 or 84 thousand lek per year. While for the third child, the monthly payment will be 10 thousand lek per month, or 120 thousand lek per year for the baby's first 5 years.
