What are the main imported goods that "supply" the budget? - Fuel and cigarettes lead the list. Used vehicles bring in 97 million euros

Imports continue to be one of the main pillars of revenue in the state budget, reflecting not only the structure of consumption in the country, but also the economy's dependence on foreign markets.
Referring to official data from the General Directorate of Customs, total revenues from main imported goods for the past year are recorded at 186.5 billion lek, while several categories of goods significantly dominate fiscal collections.
Specifically, imported fuels top the list, with around 55 billion lek in revenue or 550 million euros for 2025, accounting for the main share of customs revenues in the budget at around 30% of the total. This position is directly related to the high consumption by Albanian citizens and businesses and the level of taxes on this category, where more than half of the price is accounted for by the fiscal burden.
In second place in terms of the amount of income they bring to the state treasury are cigarettes, with approximately 42.8 billion lek, another product with a high fiscal burden that guarantees stable income for the state treasury but also with high consumption. This is also because the excise tax on cigarettes increases every year according to the calendar approved by the government. Cigarette revenues account for 17.9% of total revenues.
A noticeable gap is then observed with other categories. Base metals and articles thereof contribute over 14.5 billion lek, followed by used vehicles at around 9.7 billion lek and prepared foods at over 6.6 billion lek. These data show a combination of demand for investment, consumption and basic needs.
The middle income group includes clothing and textiles, construction materials and plastics, each with over 5 billion lekë. These categories are closely linked to key sectors of the economy such as construction and retail trade. Meanwhile, products such as detergents and perfumery, electricity and liquefied gas confirm their role as everyday consumer goods with a sustainable fiscal impact.
The list continues with household appliances, imported beer and inorganic chemicals, while the last part lists fruits and vegetables, furniture, wood and wood products, meat, shoes and photographic equipment. Although with a smaller contribution, these products complete the broad panorama of imports that generate revenue for the budget.
The structure of these revenues highlights not only the weight of taxes on excise goods such as fuel and cigarettes, but also the economy's dependence on imports to meet domestic demand.
