Biofuels in Albania, about 50% cheaper - Draft law, in the Parliament: Will be exempt from taxes and fees
At least 1% of the fuel traded during 2025 will be bio. The draft law “On the production, transport, trade and use of biofuels and other renewable fuels for transport”, which determines for the first time the minimum annual quantities of biofuels on the market, has arrived in the Parliament, paving the way for its approval.
According to the document, the percentage of biofuels in the fuel mix is proposed to gradually increase by 1% each year, to reach 7% in 2030.
Meanwhile, the draft law foresees that biofuels that will be marketed in our country will cost about 82.68 lekë/liter cheaper than other fuels on the market, or about 50% cheaper. This is because it will be exempt from taxes and fees, with the aim of price competition and increasing consumption.
According to the accompanying report, biofuels and other renewable fuels for transportation will be exempt from the excise duty of 38.9 lek/liter, the circulation tax of 27 lek/liter, and the carbon tax of 3 lek/liter.
Meanwhile, their total also benefits from the non-application of the Value Added Tax of 20% or 13.78 lekë/liter.
For 2025, the 1% biofuel obligation corresponds to an amount of 6,400 tons, according to the 2021 Energy Balance on fuel consumption by the transport sector, on which the government's calculations are based. This means that for 2025, budget revenues will decrease by 661 million lek.
Meanwhile, another point of the draft law is the creation of incentive policies for the cultivation of energy plants in Albania, to protect the environment through compliance with sustainability criteria for the production of biofuels, bioliquids and biogas according to the European Parliament directive amended in 2023.
According to experts, among the plant species that can be used for the production of biofuels are: soybeans, corn, sugar cane, sunflowers, eucalyptus, palm trees, etc.
