54 million lek from procurement fees - Local government, "champion" for complaints in the Public Procurement Commission

For 9 months, 54.6 million lek in financial fees have been collected in the state budget at the end of the review of procurement procedures. According to data from the monthly Bulletin of the Public Procurement Commission, 120 complaints were addressed in September. While in total for the period January-September, there are a total of 850 complaints from economic operators.
According to the complaints for the phase of the process in which the complaint was filed, the most common complaints are for bid evaluation, which is estimated at 75, while for Standard Tender Documents there are only 45 such complaints.
According to the Bulletin, out of 120 complaints received during September, 99 of them are unique procurement procedures.
But the Local Government continues to be more inclined to address more complaints, with 55 complaints registered for the month of September, joint stock companies having filed 22 complaints and the central government 9 such complaints.
But how does the financial situation look in terms of tender procedures?
As for financial fees, collected as guarantees for procurement procedures, in September they are 21.5 million lekë, while for 9 months they are around 183.9 million lekë. Meanwhile, financial fees returned to Economic Operators at the end of the review for September are estimated at 25.9 million lekë, while for the period January-September they are around 119.8 million lekë.
