“30% of milk must be delivered to factories” - Instruction/New criteria for financing livestock
Livestock farmers will be funded for livestock breeding through the 2025 subsidy scheme.
Specifically, the Agency for Agricultural and Rural Development provides funding for registered cattle up to 10 thousand lek/head and cow/heifer and up to 5 thousand lek/head of calves, for farmers/applicants with no less than 10 heads of cattle.
For the part over 50 (fifty) heads, the benefit amount is reduced by 50%, excluding the cases of applicants with the status of "Group of farmers" or "Agricultural cooperative society (SHBB)", which are financed at the rate of 100%.
The Ministry of Agriculture's instruction published in the Official Gazette stipulates that on the day of application, the age of cows must be no less than 20 months, the age of heifers no less than 14 months, and the age of calves no more than 14 months. Payment for calves is obtained if they are bred/have been bred on the applicant's farm for no less than 3 months.
Also, direct payments of up to 1,200 lek/head will be provided for the registered basic herd per farmer/applicant with no less than 100 heads of sheep and/or goats.
For the part over 300 heads, the benefit amount is reduced by 50%, excluding cases of applicants with "Group of farmers" or "SHBB" status.
The guideline stipulates that in the case of applying as a group of farmers, applicants must have a contract for the sale of milk between the group of farmers and a licensed milk collector/processor. The contract stipulates that the quantity of milk sold must be no less than 30% of the group's production (based on the average yield at the regional level, with reference to INSAT data).
Each member of the group must submit to AZHBR no less than one milk sales invoice/invoice. The quantity of milk reflected in all invoices submitted by the farmers' group must be no less than 30% of the annual production.
In the case of applying as a group of farmers, there must be a consensus/unification agreement of the members of the group of farmers, which is uploaded to the system at the time of application. The agreement specifies the total number of heads for each member and as a group, as well as the representative of the group making the application.
