1 billion lek for the integrated judicial system - KLGJ opens the tender, aiming for efficiency and data protection
The High Judicial Council has announced the opening of the tender for the Integrated Case Management System (ICMIS). The estimated limit fund is 1 billion and 25 million and nine hundred and five thousand lekë.
The KLGJ aims to implement a new case management system that will provide higher automation and support workflow within the courts, aiming to increase efficiency, access to justice, timeliness, transparency, statistical reporting and accountability.
The new CMlS will be a web-based data and document management system for all courts in Albania. A single centralized installation will allow for the simplification of the deployment of new versions of the software, as well as all maintenance and backup activities. It will also help avoid the current efforts to ensure consistency between distributed data.
According to the document published by the Public Procurement Agency, with the right investment in security, it will be easier for a centralized system to adequately protect data from threats to its confidentiality, integrity, availability, and privacy.
Meanwhile, the ARKIT system used in two Albanian courts has been in use for 20 years and is technologically outdated. Currently, there are frequent interruptions lasting hours or even days due to anomalies suffered by the physical servers located in the courts.
Referring to the document, a centralized system minimizes such periods of interruption and data loss, or data corruption in case of collisions. The KLGJ in cooperation with partners seeks to establish a new, modern and functional case management system, which will overcome the obstacles of existing systems and will be a major step towards digital transformation in justice sector services.
