Greece subsidy scandal: Mitsotakis: We need bold changes

Greece's Prime Minister Kyriakos Mitsotakis proposed on Monday a review of the legal immunity of ministers and the lifelong employment status of state employees, saying the country needs bold changes to regain the trust of voters.

Mitsotakis' move comes after a corruption scandal involving several farmers who, with the help of state employees, are suspected of having fraudulently claimed ownership of land to benefit from subsidies. The case was uncovered by European Union prosecutors in 2025 and is currently being examined by the Greek parliament.

Public anger has also been fueled by the government's response to the tragic 2023 train crash, which killed 57 people. The event sparked massive protests across the country, and a trial is expected to begin next month, with demands for political accountability.

In a letter to his MPs and in a televised speech, Mitsotakis said that "the world of 2026 is different" and that the time has come for constitutional review, also questioning the eternal job security in public administration, a practice that has existed for more than a century.

Under the 1975 Greek Constitution, which has been amended four times so far, only parliament can investigate ministers or lift the immunity of MPs. To enter into force, constitutional changes must be approved by two consecutive parliaments and secure a qualified majority of 180 MPs in at least one vote.

Mitsotakis and his party came to power in 2019 and won another term in the 2023 elections.
