Italy, Meloni bonuses for the repatriation of immigrants - 1.2 million euros are given to lawyers who carry out the procedures

Italian Prime Minister Giorgia Meloni said Tuesday that her government was prepared to make changes to a controversial plan that offered financial rewards to lawyers who help with the repatriation of migrants. Under the bill, which is expected to be approved by parliament this week, lawyers who help migrants with voluntary repatriation would receive money from the state, but only if the procedure is successfully completed.
The measure has been opposed as unconstitutional by lawyers. Judges' associations have raised concerns while President Mattarella has the option to refuse to sign the law on constitutional grounds.
According to the Union of Italian Criminal Chambers, the bill “is incompatible with the Constitution and the most fundamental principles of legal ethics” as it “transforms defense lawyers into an instrument of government remigration policies.”
Meloni, who heads a ruling right-wing coalition, acknowledged that her government had received "technical remarks" on the draft law from the presidency and lawyers, which will be taken into account in a separate law.
The intervention is part of a so-called Security Decree that must receive final approval from the lower house of parliament by April 25, otherwise it will expire. If it is amended, the Senate would also have to vote on it. "There are no deadlines ... to correct the decree," Meloni said, without giving details on the upcoming changes. "We are moving forward with rules that we consider absolutely sound."
The decree, which allocates 1.2 million euros for lawyers' bonuses over the period 2026-2028, is expected to be approved as is, but will be amended by a later intervention. Speaking to reporters in Milan, Meloni rejected characterizations of the package as "a legal mess."
