3 billion euros for the construction of the new railway - Croatia, the new line will connect the Balkans with Central Europe

The state-owned railway infrastructure operator in Croatia, “HZ Infrastruktura”, announced that it has announced a public tender for consultancy services for the preparation and implementation of a procurement procedure for the design and construction of a railway line, with an estimated value of around 3 billion euros. The consultancy services are expected to cost around 1.5 million euros and the deadline for submitting bids is 31 March.
The project concerns the so-called Zagreb - Rijeka low-level railway, which will include two new sections, which are in the phase of drafting conceptual designs and obtaining permits. With their construction, the length of the Zagreb - Rijeka railway will be about 175 km, about 56 km shorter, compared to the existing one.
The construction will be carried out according to the “Alliance Contracting” model, which is applied to complex infrastructure projects and requires closer cooperation between the client and suppliers. This model has not been implemented in Croatia so far. Unlike traditional models, where risks tend to be transferred to the contractor, in the Alliance model all key project participants work as an integrated team, jointly manage risks and publish costs transparently.
This railway is part of three important trans-European transport corridors - Mediterranean, Baltic Sea - Adriatic Sea and Western Balkans - Eastern Mediterranean, connecting the port of Rijeka with Hungary and other Central European countries.
The planned double-track line will be electrified and designed for a speed of 160 km/h. The new railway will pass through very difficult terrain and requires the construction of 17 viaducts or arch bridges, 14 tunnels and five new stations. Its construction will increase the safety and capacity of rail traffic and will enable the travel of trains with a length of 750 meters.
