Trump "boosts" shipbuilding in the US - The decision aims to challenge

US President Donald Trump signed an executive order directing the heads of the departments of defense, commerce, labor, transportation and homeland security to develop a "Maritime Action Plan" that will invest in the shipbuilding industrial base.

"Until now, government procurement processes and excessive regulations have hindered the ability of private industry to build ships on time and within budget. This order reverses this trend and directs the Secretary of Defense to evaluate options to invest in and expand the Naval Industrial Base," a White House document says. 

The executive order mandates that the plan include a strategy to achieve "security and governance of Arctic waterways. This will address the growing presence of foreign nations in the region and the need for the United States to re-establish itself in this area."

Within 45 days, the cabinet secretaries are also tasked with conducting a “review of shipbuilding for United States Government uses” and submitting recommendations “to increase the number of participants and competitors in this sector.”

The report will include "separate lists of detailed and prioritized recommendations" for the Army, Navy and Coast Guard, according to the executive order.

The Department of Government Efficiency is also directed to begin its own review of the ship procurement process for both the Departments of Defense and Homeland Security.

Addressing China, the order directs the U.S. Trade Representative to make recommendations regarding China's "anticompetitive actions within the shipbuilding industry."

“The U.S. government will work with allies and partners to disrupt China’s untradeable practices in international supply chain and logistics sectors,” the document says. “The order establishes a Maritime Security Trust Fund to provide sustainable funding for maritime programs, as well as a financial incentive program for U.S. shipbuilding.”

The executive orders come weeks after Trump announced the creation of a new Office of Shipbuilding at the White House.
