Opposition parties have asked the government for more concrete and serious policies related to employment and professional education to prevent the depopulation of Albania and the departure of the workforce. During the discussions of the 2023 budget in the Economy Committee, the Minister of Finance, Delina Ibrahimaj, emphasized that the youth guarantee scheme would be piloted as the only way to keep young people aged 15–29 in the country.

But according to the opposition, this is not enough. If there is no gradual plan to increase wages, the country will be depopulated and the pension scheme will be in crisis.

The opposition also asked the government to determine the minimum living wage in order to have fairer policies for people in need, a demand that was rejected by the finance department. Regarding the obligations for PPPs during this year, a postponement of annual payments was requested, which was not accepted with the argument that contracted services are prohibited and there is a risk of arbitration.
