How vulnerable is Albania to fraud? Global Report 2025: We are among the countries with average exposure

Albania ranks 48th out of 112 countries in the Global Fraud Vulnerability Index for 2025, with a score of 2.3 points. According to data published by Visual Capitalist, based on the index of the company "Sumsub", the lower the score, the more resistant a country is considered to fraud; the higher the score, the greater the exposure to risk.
The index measures vulnerability to fraud by analyzing four key factors: fraud activity, access to resources, government intervention, and economic conditions. The index clarifies that fraud activity is assessed by the country targeted by the fraud, not necessarily by the country from which the fraudster comes.
In practice, this index does not measure classic criminality, but the risk of digital and financial fraud: identity theft, online fraud, cybercrime, suspicious transactions, the use of false documents, and financial schemes.
In this ranking, Albania has the same result as the United Kingdom, which ranks 47th. This places Albania in the middle of the global table, not among the safest countries, but not among the most exposed either.
Compared to the region and its neighboring countries, Albania comes out weaker than Greece, which ranks 23rd with 1.8 points, and weaker than Slovenia, which has a score of 1.4 points and ranks 11th. Italy ranks slightly better than Albania, in 44th place with 2.3 points, while Poland is lower, in 57th place with 2.5 points.
In the Western Balkans, Serbia ranks best, in 34th place with a score of 2.1, followed by North Macedonia, in 40th place with a score of 2.2. Albania ranks behind Serbia and North Macedonia, but better than Bosnia and Herzegovina, which ranks 80th with an index of 3.2 points.
According to the report, Luxembourg and Denmark are the most fraud-resistant countries, followed by Finland and Norway.
For Albania, the score of 2.3 indicates a medium level of vulnerability. This means that the country still has room to strengthen digital protection, increase institutional controls, and educate citizens about online fraud. Other reports on Albania have also highlighted the increase in online fraud and the connection of some schemes to criminal networks, including call center fraud and the use of cryptocurrencies for money laundering.
