Elections 2025/ How many Albanian citizens vote today?
One of the most important moments in the democratic calendar remains elections, whether local or parliamentary. This is a process that involves millions of citizens and that, year after year, requires not only high precision, but also guarantees transparency and the widest possible public involvement.
For the first time this year, the electoral list reflects the new administrative division, including all citizens with the right to vote residing within the territory of the Republic of Albania, as well as those living abroad. This inclusion aims to strengthen the foundations of democracy through the inclusive participation of citizens, regardless of their location.
But what are the official figures of Albanian voters?
According to official data from the General Directorate of Civil Status, for the parliamentary elections of May 11, the total number of citizens with the right to vote, inside and outside the country, is 3 million 713 thousand 761 in total. Among them, 114 thousand 642 are voters who are voting for the first time, while 1 thousand 81 citizens are excluded from the list due to the decriminalization law. Within the territory of Albania, the number of voters reaches over 3 million 467 thousand.
In these elections, 245,935 citizens living and working abroad will exercise their right through the diaspora vote. Meanwhile, the Central Election Commission has announced that 3 million 534 thousand ballots have been produced, including an additional 2% above the number of voters. At the national level, 5 thousand 2 hundred and 25 voting centers have been determined, distributed in a balanced manner throughout the territory.
The process of compiling the voter list was carried out in several stages, under the supervision of the auditors of the Central Election Commission. Through the publication of three different extracts, citizens were offered the opportunity to verify their data and request corrections where necessary.
In order to guarantee a fair and secure process, the General Directorate of Civil Status is continuing its work in the field, mainly in terms of improving infrastructure and providing citizens with valid identification documents. Each voter must be equipped with one of two biometric documents, an electronic identity card or a valid passport, the only documents acceptable for voting.
The Ministry of Interior, in cooperation with the state-owned company “IdentiTek”, is maximally committed to fulfilling all technical and legal standards of a transparent and credible electoral process. The publication of the final and accurate list represents a decisive step for election day, a day when citizens hold in their hands not only a ballot, but also the responsibility to influence the political future of the country.
The role of the State Police and the guarantee of order on election day is also important. In order to ensure the smooth running of the electoral process, the Regulatory Commission has approved several amendments and additions to the decision “On the approval of the rules of the activity of the State Police in the service of elections”. These amendments aim to strengthen the role of the Police as a guarantor of order and electoral neutrality, through the obligation to intervene immediately in the event of a signal, as well as the prohibition of any threatening action or pressure within a 150-meter radius around polling stations.
The decision also provides for the prohibition of any unauthorized presence near polling stations, in order to avoid pressure on voters. This regulatory act comes in response to recommendations from civil society organizations and the OSCE/ODIHR observation mission, to address concerns about the unauthorized presence of individuals in or near election premises, as well as to improve the implementation of existing rules.
