Albania-EU, 63.48 million euros for youth employment - Agreement aims at access

The financing agreement between Albania and the European Commission for the multiannual operational program for youth employment has been submitted to the Parliament for ratification.

According to the document, the operational programs will focus on reforms and policy improvements, such as digitalization, with the aim of automating and facilitating the lives of citizens and businesses, as well as the activity of public administration, energy efficiency, employment, education and skills of young people. The financing agreement for the multiannual operational program for youth employment, for the period 2024-2027, under the Instrument for Pre-Accession Assistance (IPA III), consists of a package of documents and specific conditions.

Meanwhile, the total estimated cost of this program is 63.48 million euros and the maximum contribution of the European Union to this program has also been set at 50 million euros and 13.48 million euros are offered as co-financing by the Albanian government.

Albania is supported by the European Union through the Instrument for Pre-Accession Assistance (IPA) in its European integration process, with the aim of assisting in the adoption and implementation of reforms. IPA III assistance (2021-2027) is provided in accordance with the enlargement policy framework, in partnership with the beneficiary. The implementation period of this financing agreement will start with the entry into force of this agreement and will end 12 years after that date.

According to the document, the program aims to address the challenges faced by young people in accessing employment opportunities and developing the skills necessary for the labor market, with the aim of reducing the lack of prospects and preventing emigration.

It is further emphasized that the main objective of the EU operational program for youth employment is to provide quality employment, training or education opportunities to unemployed and inactive young people, registered with employment offices, within a period of four months from registration. This program will focus mainly on the group of young people NEET (young people not in education, employment or training), aged 15-29, due to the high rate of unemployment and inactivity in this category.
