The "green light" for property revaluation opens - From January 1 to

Albanian citizens will once again have the opportunity to carry out the revaluation of real estate within a limited period, from January 1, 2026 to December 31, 2026.

Requests for revaluation submitted to the State Cadastre Agency, which have not been processed by December 31, 2026, are considered subject to revaluation under this law, if the tax payment is made by March 31, 2027.

The draft law on "Revaluation of Real Estate" has been submitted for discussion in parliamentary committees, and upon approval, it will allow apartments to be revalued at a 5 percent tax rate to bring them to current market value.

Referring to the draft, the choice of a one-year period was made taking into account the balance between sufficient time to inform and prepare citizens, and the need to maintain the temporary character of the measure, so as not to distort the normal functioning of the market.

According to the draft, the revaluation is carried out by licensed experts and a 5% tax is paid on the difference in value, without including this difference in tax depreciation.

Legal entities, for this revaluation, pay 5 percent of the difference between the revaluation value and the recorded accounting value for the real estate.

This draft law is also expected to have a positive impact on state budget revenues through increased revenues from the revaluation tax, which, without the need for changes to existing tax rates.

This is the fourth time that a revaluation campaign has been applied by the government, the first being in 2011-2013 with a 1% tax rate, the second in 2016-2017 with a 2% tax rate and 2020-2022 with a 3% tax rate. In all three processes, a total of over 254 thousand applications have been registered and the tax value paid has been recorded at 23.5 billion lek.
