Property tax "passes" in 2025/ Calculation based on market value. Currently, only about 797,000 properties are taxed
The government anticipates that in 2025, it will adopt the law on the taxation of real estate based on the market value, a tax which will be applied from January 1, 2026.
In the list of draft acts that will be presented to the Council of Ministers for consideration during 2025, there is also this draft, foreseen in the last 4 months, which aims to reform the real estate taxation system in Albania; Building a modern, functional, transparent and stable system for real estate taxation, based on their market value; Increasing the current level of income from property tax and guaranteeing at the same time, more justice for taxpayers and less cost for tax administration.
The purpose of this draft law is to determine the basic rules and procedures for the administration of the real estate tax, based on the market value of the real estate; Basic rules and procedures for the administration, for a transitional period, of the tax on the building based on value, as well as the taxes on agricultural land and land, based on the area of real estate.
The approval of this draft law will come in parallel with the raising of the fiscal cadastre, where currently out of 4.5 million properties in total, only 1.2 million are registered.
According to the Ministry of Finance, from June 2025, the fiscal cadastre, which will serve to collect property tax, will be fully functional.
Currently, based on the sources of the ASHK, self-declaration and data recorded by the municipalities, the number of taxable property units is 797,331 (where around 385,243 property units which are not complete with information, the rules of presumption are applied in order to calculate the value of tax) as well as the number of property units complete with information about 412,088 units.
