July 31 was the deadline for businesses to remove tents and chairs from sidewalks. In a communication on social networks, Prime Minister Edi Rama stated that everything will be removed, but it is a process that takes time and for this, citizens must also cooperate by filing complaints against those who have occupied common spaces. The complaints will be made through a special portal.

"The sidewalk belongs to the citizens and in part of it, it can definitely be used for those citizens who want to stop and have a coffee, but there must be a limit, a very clear limit. Mothers with children, with strollers, cannot pass through the chairs, it is not possible for the elderly to not be able to sit in a space within the neighborhood, because tents have been placed there and the metal structures of endless cafes have been erected or because someone has placed a beam there and decided to collect money for an unauthorized construction ," said Rama.

According to the Prime Minister, through a new regulation, certain limits in meters will be set for spaces that must be completely empty, while then the implementation of Urban Renaissance 2.0 will begin, where work is currently being done on drafting urban projects that will transform them into beautiful spaces.

"We are making a national regulation, which will clearly set the boundaries. We have studied the regulations of many cities. There are cities like Barcelona, like Copenhagen that have a certain measure of meters, some points, 1.8 meters, some 2 meters, some 2.5 meters Madrid, etc., than it should be absolutely empty. There are other cities with other formulas, but we will make these very clear just as we will make the obligations and on the other hand the penalties very clear for everyone ," the Prime Minister said.

Meanwhile, there will soon be a new regulation for building builders, where drastic measures will be taken against those who create a lot of noise on construction sites, disturbing local residents, or who dump construction materials on the street.

"The new regulation for construction sites, whoever builds a building cannot become the problem of the area, but must take all measures so that the area, where it is a residential area, does not feel it at all, preferably and if not at all, feels it very little, so measures must be taken to properly fence the sites, to do the proper cleaning, to not bring anything that is processed inside onto the street, not by opening and taking the sidewalk because it is making the building, but by installing protective shelters, etc. It is a regulation that will be given to builders and there will be drastic measures for those who violate the community and the environment ," he declared.

Rama stated that shared space is everyone's right and that close cooperation between authorities and the community is needed to detect abuses.
