Why did the baby bonus fall by 32.6% in 2025? - 4,671 checks with a fund of about 1.48 billion lek last year

Spending on the baby bonus fell sharply in 2025, at a time when the country is facing a declining birth rate and an aging population. Experts have repeatedly raised concerns, calling for measures and the need for stronger policies to support families.
According to the 2025 Actual Budget data, the expenses for the Birth Bonus were realized at around 1.5 billion lek. This amount constitutes only 65.9% of the annual plan, according to the initial budget, as well as according to the budget amended by Normative Act No. 11/2025. The Baby Bonus is an immediate payment that is given after the birth of a child.
The current scheme provides for 40 thousand lek for the first child, 80 thousand lek for the second child, and 120 thousand lek for the third and subsequent children. But data from 2025 show that, in practice, the decline in births is also directly reflected in the reduction of spending on this program.
According to data from the State Social Service, in 2025, 4,671 baby bonus checks were distributed, with a fund of around 1.48 billion lek, while in 2024, 6,565 checks were distributed, with a fund of 2.2 billion lek. This means that 1,894 fewer birth bonuses were given within one year, or 28.9% less.
Due to the deterioration of demographic indicators, the government had announced a change to the scheme.
During 2025, the idea was introduced that from January 1, 2026, support would no longer be provided only as an immediate check at maternity, but as a monthly payment until the child is 5 years old.
