Foreign projects are exempt from VAT - Issuance of 7A Certificates begins, unique code for each entity
The Tax Administration has started issuing the 7A certificate. The 7A certificate issued by the tax administration in Albania is a document that confirms the tax status of an entity and is used specifically in the context of projects funded by the European Union (EU) or other international donors.
This means that projects funded by the European Union will be exempt from VAT, thus facilitating their implementation.
According to the tax administration, the transition from a VAT refund scheme to a scheme such as similar supplies to exports brings several benefits, such as administrative simplification; more efficient project management and elimination of VAT refund delays.
In this context, the 7A Certificate is issued to confirm that the expenses incurred within the framework of a project are exempt from VAT, based on international agreements or Albanian tax law. It may be requested by state institutions, NGOs, or companies implementing an EU-funded project.
So basically it is a document that proves the right to tax exemption, and is often required by donors as evidence of the fair fiscal treatment of EU funds. For each project there will be only one Unique Project Identification Code, regardless of the number of implementers/beneficiaries of this project. The certificate is issued after the project is registered by the implementer or beneficiary with the State Agency for Strategic Programming and Aid Coordination.
On the other hand, regarding the refund process, the tax administration during the first four months of 2025 reimbursed 539 entities, 80% of the requests were approved without control and the total value of the refund reached 55 million euros.
Meanwhile, the General Directorate of Taxes announces that waiting times have been significantly reduced, the number of checks has decreased, making things easier for taxpayers.
