National Waste Prevention Program - Document: From food waste to home composting. Tariff scheme based on quantity

The Ministry of Environment has issued for public consultation the National Program for Waste Prevention, a strategic document that aims to reduce the amount of waste generated in the country and gradually transition towards a circular economy model.
The program places prevention at the forefront of waste management policies, aiming to decouple economic growth from waste growth, in line with the European Union Waste Framework Directive and the country's commitments within the framework of the European integration process.
According to the latest official data included in the program, Albania continues to rely mainly on waste disposal, with a large portion ending up in landfills, while the level of recycling and reuse remains low, with only 19% of waste (around 155,000 tons) undergoing the recycling process, while most landfills require improved environmental control.
Meanwhile, the program aims to address this situation through measures that reduce waste at the source, promote reuse, and extend the lifespan of products.
The document identifies organic waste, plastic waste, packaging waste, and construction and demolition waste as priority streams for intervention. Particular attention is paid to preventing food waste, reducing single-use plastics, and promoting home composting, especially in rural areas.
The program also foresees the use of economic and fiscal instruments to encourage more sustainable behavior, including charging schemes based on the amount of waste generated, as well as the expansion of green public procurement in state institutions. In this context, public authorities aim to lead the process by example, reducing waste and the use of single-use products in public activities and buildings.
