"The legalization process will end in 2028" - Goxhobelli: 130 thousand self-declarations, still in process
The legalization process is expected to be completed by 2028, while around 130,000 self-declarations are still under review. The deadline was announced by the Director General of the State Cadastre Agency, Lorena Goxhobelli, during a hearing at the Subcommittee on Public Sector Audit.
"The year 2025, with 26,101 legalizations, has been the best year in terms of legalizations since the ASHK was created in 2019. For the first half of 2026, we have approved 17,396 legalization decisions. This is a higher number than in 2023 and 2024 and will be an even better year than 2025. We certainly have a very large number of files for this process. The legal deadline to close the legalizations is 2028."
The hearing was held in the framework of reviewing the implementation of recommendations left by the Supreme State Audit Office after audits conducted in seven local Cadastre directorates. The Head of the Supreme State Audit Office presented the implemented recommendations, as well as the measures that remain unimplemented.
"33 recommendations have not been implemented because the conditions for taking measures did not exist..."
Part of the recommendations is related precisely to the legalization process. The Supreme State Audit has found cases in which various objects have been legalized in violation of the requirements and criteria provided for in the law. For these practices, verification of the procedures followed, identification of responsibilities and taking appropriate measures have been requested.
