The "Order of Agronomist" is established - How will the structure function? Included in the regulated professions
The lack of institutional regulation of the agronomist profession has created a gap in the quality of agricultural services, in the credibility of professional expertise, and in the protection of the public interest in the vital areas of food security, land management, and environmental protection.
For this reason, the Ministry of Agriculture has submitted for consultation the draft law "On the Order of Agronomists", which presents the legal and institutional solution to this situation, proposing the creation of the Order of Agronomists as a public, self-regulatory professional entity.
The objectives aimed at achieving through this draft law are the regulation of the practice of the agronomist profession and related professions, through a unified legal framework, membership in the Agronomist Order and registration in special registers, in order to protect the public interest; guaranteeing quality, responsibility and professional ethics; protecting the public interest in the fields of agriculture, environment and food; approximating the Albanian legal framework with European practices and standards for regulated professions.
In parallel with this draft, the Ministry of Agriculture has drafted and submitted for public consultation another draft law that aims to amend the legal framework in force for regulated professions, with the aim of including the profession of agronomist and related professions, thus making it subject to the relevant legislation in force.
This legislative intervention comes as a result of the necessity to address the lack of specific legislation on the practice of these professions in the Republic of Albania.
In this context, the draft law provides for the creation of a specialized public structure, such as the Agronomist Order, responsible for organizing, supervising and setting standards for the practice of the agronomist profession and related professions.
This structure will function as a self-regulatory mechanism, through the imposition of mandatory membership and professional registration, as well as through the implementation of ethical and disciplinary rules.
