Not only Rome, but also many other countries are looking with great interest towards Luxembourg. The process regarding the Italian camps built in Albania, for the placement of asylum seekers from other countries, began at the European Court of Justice on Tuesday. The decision of this court is expected to be given at the end of May or the beginning of June.

EU Commission President Ursula von der Leyen has strongly recommended that other countries learn from Italy's experience with Albania. After an EU summit in mid-October, she declared: "The idea of ​​developing return centres outside the European Union is not trivial, but it should be discussed."

In an analysis by “Deutsche Welle”, it is emphasized that the EU wants to limit the number of asylum seekers, as the political pressure on the governments of these countries to remove migrants who do not have the right to asylum has increased. So far, according to von der Leyen, only a fifth of them have been returned. Meanwhile, with camps like the one in Albania, the EU can at least partially shift its problems to countries outside the EU territory. The Commission plans to propose a new law on this issue next month.

Deportation centers outside the EU borders?

The EU's Home Affairs Commissioner has spoken of return centres as a model. He understands the concept "only as a model for people whose asylum applications have been rejected and who have to leave the country."

Rejected asylum seekers could be housed in such deportation centers outside the EU. Those who are granted asylum themselves could be taken to Italy, while rejected asylum seekers would be deported from Albania to their country of origin or a safe third country. Other countries are also considering the concept. The right-wing Dutch government is considering setting up a repatriation center in Uganda.

Meanwhile, the German government does not have a model. Chancellor Olaf Scholz does not see this model as a good solution to the issue: "It is clear that concepts that present very small declines when you look at the overall numbers are not the best solution for a country as large as Germany."

Albanian Prime Minister Edi Rama has made it clear about the camps in his country that the agreement applies only to Italy. "We share an unconditional love with Italy. We decided to do this out of a sense of responsibility as neighbors, as Europeans, in order to copy the Italian model, other EU governments will have to find other safe third countries," he said.

The process launched in Luxembourg will show whether this is a suitable model or not.
