Conclusions on the elections in Albania!

One day after the end of the general parliamentary elections, the Albanian Helsinki Committee, the Civic Resistance and the Institute of Political Studies have also published their preliminary conclusions on how this process has progressed.

During the voting process, observers from the Albanian Helsinki Committee and the Civic Center extended their monitoring to 163 Voting Centers in 17 Municipalities of the Country, namely in Malësi e Madhe, Shkodër, Lezhë, Dibër Kukës, Elbasan, Tirana, Durrës, Vlorë, Korçë, Fier, Lushnje, Berat, Gjirokaster, Fushë Krujë, Kurbin, Pogradec, as well as 3 special VCs located in the Institutions for the Execution of Penal Decisions.

The Institute of Political Studies was engaged in monitoring media reports, statements and acts of political parties/electoral entities.

These institutions have reached preliminary conclusions that the election day of May 11, 2025, showed the same trend as several recent elections in Albania, mainly a calm climate and active civic participation.

However, there were cases of non-respect of electoral silence during the 24 hours preceding the voting process, such as electoral posts on social networks by certain candidates, distribution of propaganda materials in public spaces by displaying billboards, and cases where electoral offices were kept open.

During the exercise of the right to vote on election day, in violation of the requirements of electoral silence, representatives of political parties or candidates for these elections made statements that, while positively encouraging citizens' participation in the elections, directly or indirectly, contained political propaganda messages.

It is also said that the general climate on election day marked several unnecessary incidents, which more reflect the tensions, misunderstandings and distrust between political parties. Unlike many previous elections, there were no serious incidents.

During the voting process, there were reports from party observers, commissioners and MPs of abuse and intimidation of voters, such as the cases reported in the municipalities of Lushnje, Tirana (near Petro Nini School), Pogradec, Vora, etc.

Observers also reported that in most cases, voters were not aware of their name on the list, of the voting procedure, i.e. regarding the ballot they had to fill out, as well as its placement in the ballot box.

Observers have reported concrete cases of systemic problems in the electoral process, repeated in past elections, such as several cases of family voting or failure to comply with procedures for providing assistance to voters who, due to special abilities, could not vote on their own.

It was also noted that in some of the monitored VCs, the presence of unauthorized persons within the 150 m perimeter of the VC was observed, inappropriate behavior with dictating elements that create premises for the intimidation of voters by party observers, as well as persons who stand outside the 150 m perimeter but systematically observe voters entering and exiting the VC.
