Tourism investments, control from the draft - The draft law provides rules for hotels, registration and the coast
New changes are expected to be applied in the tourism sector, with the aim of increasing the standards of accommodation structures, formalizing the market, and guaranteeing free access for citizens to the coast.
Amendments to the Law "On Tourism", proposed by MP Taulant Balla, were discussed in parliamentary committees. One of the main interventions is related to the classification of hotels and other accommodation structures, which should be designed from the beginning according to the category and standards they aim to offer.
"Intervention in the design and construction permit phase, so that the accommodation structure being built is built according to the standards of the targeted categories from the beginning, avoiding corrective interventions after the investment is completed. Now, let's put it bluntly: we cannot start a building structure and finish it as a hotel. It must start as a hotel and finish as a hotel," says Taulant Balla, a Socialist MP.
The draft law also envisages improving the Central Tourism Registry and making digital registration mandatory. According to the proponents, this will enable more accurate data on tourists, greater formalization of the activity and increased tax revenues for local governments.
"The law ensures free and uninterrupted access and free movement of the public to the seashore. There have been many attempts during the tourist season where there was a de facto privatization of public space with arbitrary fences and barriers. These are completely prohibited, " said Pirro Vengu, a member of the Socialist Party.
The changes aim to ensure that tourism investments are controlled from the design stage, while the administration of the sector relies more on digital recording and monitoring.
