Filters, or a ban on Tik Tok and Snapchat? - The public consultation between the Council of Parents and the Government begins
Prime Minister Edi Rama together with the Minister of Education and Sports, Ogerta Manastirliu held a public discussion at the "Sami Frashëri" school, with a representation of parents who lead the Parents' Councils and with members of the councils in various schools in Tirana.
In her speech, the Minister of Education emphasized that communication should be intensified and at the same time the tools to prevent harmful phenomena should be strengthened.
We need a cooperation and a communion with the parents who are a determining factor for the children to unfold their potential in education.
Let's intensify communication with each other. Today we are with the Parents' Council to discuss the aspects related to the prevention instruments that we need to strengthen together. The event, a moment to reflect and strengthen the prevention mechanisms of any form of bullying and online. We have 850 social workers in the pre-university education system, we have increased the number of officers in schools to 240, and on the other hand we need to improve work protocols.
We have all the information that shows us that these structures are functional. In 95% of cases, they were referred to parents and other structures. We need to improve it by providing periodic information to parents. Let's use technology to be more in touch with each other.
Whether we like it or not, social networks are part of the new reality. Although some do not have the information about which are the right models, etc., and we will have to take care of them. We need to increase these instruments and mechanisms and strengthen them to make it possible for the phenomena to be eliminated. What are the measures, should we close them or restrict them based on age?
This is a shared responsibility, to increase engagement and intensify communication to find new and innovative ways.
The key element is the officer, the social worker and the school psychologist, but their role needs to be expanded in order to prevent harmful phenomena. Part of the discussion to take the measures we as a government, to close them or put filters. We are overhauling the entire curriculum around group work and open discussion and working with teachers on what teaching time requires. We will have a series of meetings with all the schools, this is not the first meeting.
On the other hand, Prime Minister Edi Rama spoke about a monitoring system in schools and about a significant funding that we will receive from the United Emirates, where parents will have access to follow with cameras any situation outside of teaching discipline, as well as the establishment of control digital of all entrances and exits from the school and of every metal tool.
We wanted to have a conversation. The whole problem arose from a tragedy. We are in conditions where a whole process of change in all aspects has started a long time ago, but I want to tell you an element that we have taken a lot of especially in the period of 2023 and 2024, which is the element of interaction regarding cases of violence and bullying in schools . We have 2030 cases reported, there were more but these were reported and were considered problematic, in these cases the parents were notified in 20% of the cases the police were also notified. You are interested in what exactly we will do to create peace.
We have a project that we started almost a year ago and we are finalizing it, as a project now and at the end of December I believe we will sign the agreement. A monitoring system in schools and a significant funding that we will receive from the United Emirates, this system enables real-time monitoring with cameras of the entire learning process. Parents can have access to view the activity, the class of any situation outside the teaching discipline is recorded. Another important one is the establishment of digital control of all entrances and exits from the school for any type of metal vehicle.
Prime Minister Edi Rama emphasized that the idea to ban Tik Tok and Snapchat, as two problematic platforms, is an idea that is being considered for a wider discussion.
