Quality of energy supply - Fewer interruptions, ERE approves new standards until

The Energy Regulatory Authority has approved several amendments to the regulation that defines the standard criteria for the quality of service and security of the electricity distribution network, setting new objectives for the period 2026-2028. The decision aims to further improve the quality of supply for consumers and adapt the rules to energy market developments.

The decision approves new expected levels for key quality indicators, such as unsupplied energy, average duration of outages per customer and average frequency of outages, aiming for their gradual improvement until 2028. The average duration of outages should decrease from 36.07 hours in 2026 to 34.64 hours in 2028, while the frequency from 21.72 to 20.86 average outages per customer.

Another change is related to transparency towards subscribers. The OSSH will be obliged to periodically publish service quality indicators on its official website, every three months for periodic results and every January for the annual performance of the previous year. 

The decision also brings changes to the compensation mechanisms for suppliers in cases of unplanned outages. For the first time, compensation is provided not only for positive imbalances, but also for negative imbalances that may be caused to suppliers as a result of outages in the distribution network.

According to ERE, the changes were undertaken following the recommendations of the Assembly for the review of service quality standards, as well as based on the reports of the Distribution System Operator, which show an improving trend in the main network performance indicators.
