“6.7 billion euros in tourism revenue” - Strategy 2030, “war” on informality. Increase in beds, but not for short-term rentals
The new National Tourism Strategy 2025–2030 sets ambitious goals for transforming the sector into a pillar of sustainable economic development. The document published in the Official Gazette, which will guide the development of the sector in the next 5 years, predicts that tourism revenues will reach 6.7 billion euros by the end of the decade, up from 4.16 billion euros in 2023.
The strategy aims to increase bed capacity by 76%, reaching over 477,000 beds. The increase is focused on hotel beds at 28% of the total structure, while beds in short-term rental accommodation structures will be reduced to 6%.
The development of the sector will be based on six key development priorities: investments, tourism regulatory and fiscal policy, destination management, tourism product development, destination marketing and capacity building. For each of the priorities, the relevant policies to be followed are determined, specifying that in terms of investments, a range of fiscal incentives, support mechanisms and tailored investment schemes will be implemented to attract domestic and international investors to tourism projects.
A strong focus is placed on informality in the sector, while a deep reform of the tourism tax system is foreseen to combat it. Currently, revenues from the accommodation tax are estimated at around 21.6 million euros, while the new objective is for this figure to reach 70.5 million euros by 2030. This will be achieved through a new system, which also includes short-term accommodation providers such as apartments or online platforms. In contrast to the draft released for public consultation last year, the approved document does not foresee the introduction of a flat tax, which aimed to provide around 14.5 million euros in revenue.
Meanwhile, the strategy proposes the establishment of a special task force to monitor and punish informality, based on the use of digital data and inter-institutional coordination.
