The regulator said the two companies "made false statements about ethics and social responsibility, contrasting with the actual working conditions found at suppliers and subcontractors." The statement added that Armani outsourced most of its production of leather bags and accessories to third parties.
According to the authority, although the group emphasized the importance of sustainability as a marketing tool, external suppliers subcontracted to other manufacturers who in some cases employed workers illegally and with poor safety and health conditions.
The case was raised last year by Italian prosecutors, who placed one of Armani's units under judicial administration, a measure which was later lifted in February.
In a statement, the Giorgio Armani group expressed "disappointment and bitterness" over the regulator's decision, adding that it will appeal it before an Italian regional administrative court.
"The Group has always acted with the utmost fairness and transparency towards consumers, the market and stakeholders, as demonstrated by the Group's history," the statement said.
Last year, the competition authority opened a similar investigation into Dior, to assess whether it had misled consumers. The French brand agreed to a number of legal measures in May to resolve the investigation, considered by the regulator to be sufficient to avoid any sanctions.
