AI race in the public sector, Europe lags behind/ European governments, cautious approach that avoids risks

France ranks last in a new global index of artificial intelligence adoption, with nearly half of its public servants having never used the technology at work. The situation is similar in other European countries.
European governments are lagging behind global peers in the use of artificial intelligence in public services. France, Germany and the United Kingdom are struggling to translate AI ambitions into practical tools for civil servants, according to a new study. The Public Sector AI Adoption Index 2026, published this week and sponsored by Google, finds that while the use of AI is accelerating globally, European countries are taking a more cautious and risk-averse approach.
Despite widespread use — 74 percent of public servants globally now use artificial intelligence and 80 percent feel empowered by it — only 18 percent think their governments are using the technology effectively.
The index is based on a survey of 3,335 civil servants in 10 countries, including the United Kingdom, Germany, France, the United States, Japan, Brazil, South Africa, India, Singapore and Saudi Arabia. Of the ten countries surveyed, France ranked last in the study, with 74 percent of French civil servants saying that artificial intelligence could not perform any part of their work. The findings are particularly striking given France’s significant investments. Across Europe, caution is being exercised. Germany and France were grouped among the most risk-averse countries, where the use of artificial intelligence is limited to pilot projects. The United Kingdom showed progress in adopting AI, but still faces gaps in guidance and infrastructure.
Singapore, Saudi Arabia and India were identified at the top of the list, combining strong leadership support with the widespread and daily use of artificial intelligence in government affairs.
