EU, new subsidies for farmers - Program focuses on water saving, climate change

The European Commission will offer new subsidies to farmers who invest in reduced water waste when the bloc's major agricultural subsidy program is renewed.

The European Union's Common Agricultural Policy (CAP) for farm subsidies is worth around 387 billion euros, about a third of the bloc's overall budget for 2021-2027. EU countries are preparing for tough negotiations later this year on their next budget after 2027.

A draft proposal to address the intense pressure on Europe's water supply from industry and climate change says the next Common Agricultural Policy will include new "transition packages" of funding for farmers to improve water management.

"The Commission will include Transition Packages that aim to support and reward farmers who engage in transformative and structural changes to improve the environmental and climate performance of their holdings, including better water management," the draft states.

Subsidies can help farmers pay for more drought-resistant crops, or precision irrigation tools that use less water than traditional structures.

Agriculture is one of the sectors most affected by climate change. European farmers are already suffering from increasing droughts and floods, which have caused extensive damage to crops and fruit.

At the same time, the EU has eased other environmental measures in agriculture, in response to farmers' protests over the bloc's rules, which they say are too strict. The European Commission proposed reducing environmental conditions in existing EU agricultural subsidies, as part of plans to cut red tape and help farmers.

The draft water strategy highlighted that the European Investment Bank will also increase its spending on investments in the sector. This will include restoring ecosystems such as wetlands, which can help protect against floods. The draft is expected to be published in June.
