US Tariffs on Southeast Asian Countries - Target Solar Panel Imports to Protect Domestic Production
The US Commerce Department has imposed preliminary tariffs on solar panel imports from four Southeast Asian countries. The new round of tariffs aims to protect domestic solar production.
The decision follows complaints from US manufacturers, including Korea's Hanwha Qcells and Arizona's First Solar, about an influx of solar panels at prices they say are unfair.
The Trade Committee of the American Solar Manufacturing Alliance has accused major Chinese solar panel manufacturers with plants in Malaysia, Cambodia, Vietnam and Thailand of bringing products to market at prices below production costs.
The Commerce Department announced preliminary duties ranging from 21.31% to 271.2%, depending on the manufacturer. Jinko Solar faces duties of 21.31% on products made in Malaysia and 56.51% on those from Vietnam. While for Trina Solar, a difference of 77.85% has been set for its products produced in Thailand and 54.46% for Vietnamese items.
The department's final decisions are expected on April 18, 2025, with the International Trade Administration's findings to follow on June 2 and final orders on June 9.
The move is part of the Biden administration's broader strategy to counter China's investment in clean energy production and boost domestic production. Despite President-elect Donald Trump's criticism of the Act's costs, he has said he will implement the tariffs to protect US jobs.
Most solar panels in the United States are imported, with about 80% originating from countries subject to tariffs.
