Russia has called for increased cooperation with China in the field of artificial intelligence to compete with the United States. Both countries are facing restrictions on accessing the necessary chips, despite Beijing's apparent advances in this sector.

Russian President Vladimir Putin has called for more cooperation with China to develop artificial intelligence, as both countries step up efforts to compete with the United States in the sector.

In a Kremlin document, Putin ordered the Russian government and the country's biggest lender, Sberbank, to "ensure further cooperation with the People's Republic of China in technological research and development of artificial intelligence."

"China is making great strides in its technological development and is using vital instruments such as artificial intelligence," Putin stressed.

Beijing is one of the global pioneers in this sector, from manufacturing to transport, and is fighting to dominate the market alongside the US.

Beijing and Moscow established a working group to coordinate on ethical governance and industrial applications of artificial intelligence in August. In February, during talks between senior Chinese and Russian officials in Beijing, both sides agreed to consult and coordinate with each other on the military use of the technology.

Both Russia and China are trying to get access to the advanced chips needed for artificial intelligence applications. Restrictions on these chips are among the sanctions imposed by Western countries on Russia after the start of the war in Ukraine. Beijing is also facing trade restrictions from the US that curb its access to semiconductors.

China was the country that produced the most research publications on artificial intelligence between 2017 and 2022. While Russia currently ranks 31st out of 83 countries that are investing in and implementing the new technology, according to Tortoise Media's Global Index based on United Kingdom. The Kremlin is far behind the United States and China, but also other BRICS members, such as India and Brazil.
