Ibrahimaj: Albania, a business location with growing potential for German companies
In the framework of the Konrad Adenauer Foundation and BBUG Alumni Conference on the topic “Albania as a business location – Perspectives for German companies and regional partnership”, the Minister of Economy and Innovation, Delina Ibrahimaj, highlighted the country’s economic progress and the growing opportunities for foreign investors.
Minister Ibrahimaj stated that Albania has undergone a significant transformation over the last decade, transforming from an economy in transition into a growing, stable and competitive market. She underlined that the Albanian economy has maintained an average growth of around 4% per year, while the Gross Domestic Product has doubled, from 13.5 billion euros to over 26 billion euros.
Speaking about investments, Ibrahimaj said that foreign direct investments have marked a steady increase, with the total stock reaching around 17 billion euros and with annual inflows of over 1.5 billion euros in recent years, which demonstrates the growing confidence of international investors.
She emphasized that the focus of economic development has shifted towards sectors with higher added value, export production and formalization of the economy. According to her, sectors such as energy, tourism, manufacturing and information and communication technology are taking on an increasingly important role in the Albanian economy.
Minister Ibrahimaj also highlighted improvements in the labor market, noting that declared employment has increased from 47% to 66%, while average salaries have reached around 83,000 lek per month.
In her speech, she also focused on the digital transformation of public services, emphasizing that over 1,200 services are now offered online, reducing costs and time for citizens and businesses and creating a more transparent and efficient environment.
Referring to the cooperation with Germany, Ibrahimaj said that over 440 German-linked companies currently operate in Albania, while the stock of German investments has reached over 570 million euros in 2025, reflecting a strong and growing partnership.
She emphasized that integration into the European Union remains a strategic priority, adding that around 67% of Albanian exports are directed towards EU markets. According to her, the reforms within this process are strengthening competition, standards and market opening, creating a safer climate for investors.
In conclusion, Minister Ibrahimaj stated that Albania offers a favorable combination of strategic location, young workforce, competitive costs and innovation-oriented policies, making the country a concrete opportunity for German companies aiming to expand in the region.
