The government has approved the new average prices for the sale and purchase of housing in the market, according to the cadastral areas for the 61 municipalities in the country, which result in significant increases in most of the country's territory compared to 2023.

Referring to the order of the Ministry of Economy, Culture and Innovation, published in the Official Gazette, the average price of living space per m2 in Tirana reaches ALL 124,316.

Analyzing the largest units, it is noted that in the municipality of Durrës, the new average price of housing reaches 71,157 ALL/m2 from 67,500 ALL/m2 with a jump of 3,657 ALL/m2.

In the municipality of Elbasan, one m2 of residential area reaches 55,400 ALL, with an increase of 5,100 ALL from a year ago. In Fier, the sale price is recorded at 55,375 ALL/m2, with an increase of 2,275 ALL/m2.  

In the municipality of Vlora, the new price is 66,680 ALL/m2, increasing by 4,480 ALL/m2.

The average price for a m2 of residential area in Shkodër reaches 62,280 ALL, or 4,280 ALL higher than in 2023. Korça reaches a sales value of 59,525 ALL/m2, with a record increase of 13,725 ALL per m2.

In Berat, the average price of a flat per m2 is set at 52,200 ALL, marking a significant increase of 10,800 ALL/m2. In Kamez municipality, the value reaches 62,550 ALL/m2, increasing by 10,550 ALL/m2. In the municipality of Gjirokastër, the price reaches 48,600 ALL/m2, with an increase of 1,200 ALL. While property prices have increased, other smaller units have also suffered.

As for coastal areas, in the Golem administrative unit, the average selling price for apartments is 56,500 ALL/m2, in Shengjin 49,150 ALL/m2, in Velipojë 60,400 ALL/m2, in Orikum 61,433 ALL/m2 and in Dhërmi it reaches 186,400 ALL/m2.

According to the legislation in force, the determination of the average selling prices of housing in the market is done for the purpose of their use by the National Housing Authority (EKB) or local self-government units: to assess, if in the territory of a local self-government unit, it is more economic to build new homes or buy them from the market; to use it as a reference level, in cases where they decide to buy apartments in the free market; as well as to determine the maximum credit limit.
