Mountains Package, Rama invites immigrants to invest - "Obstacles to property development are overcome, the first 500 projects 10 years tax-free"
From Shkodra, Prime Minister Edi Rama presented the newly approved law "Mountain Package", which focuses on increasing investments in the country's mountainous areas through fiscal incentives.
According to Rama, the application of this law aims to overcome obstacles and delays in property development in mountainous territories, while inviting emigrants to return to invest.
"It is a package that addresses the dream and desire to return to the land of one's ancestors, whether from the city within Albania to the countryside, or from abroad to the countryside again, that is, from outside Albania and to invest there savings or funds obtained through loans, and for this reason we have made available a completely new financing line from the Bank of Albania, it is 250 million euros in second-tier banks, with a 70% guarantee of collateral from the state that anyone who wishes can use precisely for this package," said Rama.
Minister of Economy Blendi Gonxhja spoke about the advantages that the development of mountain tourism is expected to bring.
"We have sunshine 9 to 10 months a year and this is a potential that we should exploit not only for a stronger rural experience, but for a stronger tourist experience of exploiting all our natural potential, of exploiting our protected areas, where the exotic itineraries of a unique Albania become even more special, more attractive", - said Gonxha.
Meanwhile, the Minister of State for Local Government, Arbjan Mazniku, outlined the procedures that will be followed for the declaration of priority development areas, as a prerequisite for launching applications.
"The municipality does this based on its assessment of the various territories within the municipality that can receive this status. Then, this status, after being verified, is passed into a decision of the Council of Ministers, giving a certain area this special status. Then, every person who, within this area, has a territory that he possesses or has ownership of and wants to develop within this area, makes a request to the municipality to receive the status of non-owner possessor. The municipality carries out a series of verifications. If this phase is passed, a decision is made by the Municipal Council to give this person the status of non-owner possessor. With this status in hand, the person goes to the National Council of Territory and receives a development permit to build a facility," said Mazniku.
According to legal provisions, the first 500 projects will operate for 10 tax years.
