The increase in the number of tourists is accompanied by a continuing challenge for businesses in the hospitality and tourism sector related to the lack of labor. The government is considering new opportunities to cover the needs of the market, including hiring workers from abroad. According to the Deputy Minister of Economy and Innovation, Olta Manjani, the country is exploring several directions, from encouraging young people to attend vocational schools, to recruiting foreign workers.

"We currently have several initiatives. Education and professional training are closely linked to the needs of the labor market, especially in hospitality and tourism, while salaries are at a very satisfactory level. We are also exploring opportunities to recruit labor from abroad, following international best practices. It has resulted in a somewhat challenging process, as many EU countries are at the same stage where they are facing labor shortages and we are in competition with the agreements we are trying to sign with countries that offer qualified labor ," said the deputy minister.

Manjani says that another practice that is intended to be followed is the exchange of labor, according to the season. 

"In the field of hospitality and tourism, there are some good international practices, where countries that have their peak tourist season during the summer months sign agreements with other countries, whose peak season is during the winter months, to exchange labor.

"Labor force mobility is an important element, we also have it as part of the national employment and skills strategy, so that the qualified workforce has employability throughout the year. Our ambition is for the tourist season to not only have a peak during the summer months, but to turn it into year-round tourism," says Manjani.

However, Manjani points out that the situation varies from business to business. While large enterprises have found ways to keep staff engaged even in the off-season, small businesses often rely on family members to fill their workforce needs.
